About this course

Content

The course presents arguments for public intervention in the economy, and principles for distribution of tasks between federal and local authorities. How to finance local municipalities is an important issue, including local taxes, governmental transfers and more specific funding schemes. Cost-benefit analysis is introduced as an evaluation tool for local development projects.

Learning outcomes

Formålet med emnet er å gi studentene kunnskap om hovedprinsippene for finansiering og oppgaveløsning i kommunene. Videre skal studentene få kjennskap til hvordan nytte-kostnads-analyse kan anvendes til vurdering av lokale utbyggingsprosjekter.

Teaching methods

2 hours of lectures and 1 hour of practical assignment every week. Compulsory activity: 1 approved term paper.
