Regional planning and digital modelling

In this course, you will learn about the Norwegian planning system. You will gain insight into the planning part of the Planning and Building Act, learn about general guidelines/frameworks such as State expectations for municipal and regional planning, central government planning guidelines and various regulations. You will further gain an insight into planning at the regional level through objectives, strategies and regional plans. You will learn about the responsibility and authority of the county municipality and the County Governor in planning matters. The focus of the teaching will be planning at the municipal level with municipal plans and zoning plans.

You will learn about data basis for digital plans, how to carry out digital spatial planning and production of digital plan data.

Knowledge

Students have broad knowledge of:

- Central and current topics and issues within the planning discipline.

- The administrative and political administrative and decision-making levels in Norway.

- Municipal responsibility in the planning hierarchy.

- Basic theories and methods and concepts within the planning discipline.

- Laws, standards and guides applicable to the subject area.

- Regulations, standards and guidelines for the preparation of digital land use plans.

Skills

Students should be able to

- Apply professional knowledge within practical and theoretical issues.

- Perform simple planning tasks in accordance with the Planning and Building Act.

- Prepare and produce a land-use plan in digital form in accordance with current regulations.

- Present digital planning data using digital tools.

General competence

Students can:

- Use professional sources, professional methods, relevant laws and regulations for planning.

- Search, process and evaluate information critically.

- Master the subject area's norms for documentation.

The teaching is built around a specific case that we work with throughout the semester. We will prepare a detailed zoning plan with planning maps, provisions and plan descriptions - and there learn about the entire planning process from planning initiatives, assessment of requirements for impact assessment, notification of start-up, preparation of planning documents, public inspection and political consideration.

You will learn how to prepare a land use plan map. The focus of the study is the planning process itself; Who does what, when and why.
